Referring to yours of November 19th enclosing copy of letter from the Imperial Embassy of Russia concerning the treatment of Russian subjects employed by the Dare Lumber Company near Buffalo City, North Carolina, received.

I have today forwarded a copy of your letter and also a copy of the letter from the Imperial Embassy of Russia to the Attorney General of the State, and have requested that he institute an investigation and make report to this department. Upon receiving the report form the Attorney General, this department will communicate with you further concerning this matter.
