Sir:-

Referring to yours of November 19th in which you enclosed a letter from the Embassy of Russia concerning an attack made upon three Russian subjects employed by the Dare Lumber Company, near Buffalo City, North Carolina, I have to say that this department referred the same to the Attorney General of North Carolina for action. Under date of November twenty-fourth the Attorney General writes:

"I beg to report that I am taking this matter up with the prosecuting officer of the Dare County district, and you may assure the Department at Washington that it will be thoroughly investigated and all proper steps taken to bring the offending parties before the Court."
