My dear Mr. Murphey:

I am enclosing you a letter from Mrs. Mary F. Fearrington which explains itself. I bespeak for this letter your careful and sympathetic consideration, as I am satisfied that Mrs. Fearrington is actuated by the very highest and most patriotic motive in asking for exemption, on industrial grounds, of Dexter C. Moore (colored), serila number 1525. Your Board has no jurisdiction, of course, and cannot exempt on industrial grounds, but you can make recommendations to the District Board based upon your knowledge of the facts. I would be glad for you to write me what you think of the case, and also certify to the District Board at Goldsboro the opinion of your Board as to whether or not this is a proper case for exemption on industrial grounds.
